Sinha has been instrumental in shaping up sweeping reforms in the Mines & Minerals sector over the past few years as the then Controller General, Indian Bureau of Mines, Government of India. A bachelor of Technology (Hons.) in Mining Engineering from Indian School of Mines, Dhanbad, in the year 1979 with specialization in Mine Planning, Sinha has been in the mining regulation space for nearly 3 decades in various capacities.
Sinha has contributed in various capacities as part of various multilateral joint working groups (JWG) in Geology and Mineral Resources including the Indo-Uzbekistan, Sino-India, India-Mangolia, India-South Africa and Indo-Canadian JWG on Earth Sciences.
Sinha is also a Fellow Member of Institution of Engineers (I), Kolkata; Member of Mining Engineers Association of India, Hyderabad; and Member of MGMI, Kolkata.
